Also there is a language for this called &lt;a href="http://robustai.net/mentography/semenglish.html" rel="nofollow"&gt;Semenglish&lt;/a&gt; which is  similar to your  tag quads.   I think if i was doing this again, i would put URI inside angeled braces and just quote tags that contain spaces.
